These Terms of Use govern your access to and use of brussels-leaks.eu and its sub-pages, the NGO Transparency Dashboard, the Belgium NGO Funding Intelligence Pack, and all related services. By using any part of the Services, you agree to these Terms and to our Privacy Policy.

1. What we do and what we do not do

We are an independent investigative journalism and public-interest transparency platform. We compile, cross-reference, and publish organisation-level profiles of NGOs and non-profit organisations using official public records, including, for the Belgium PILOT, the Belgian Official Gazette (Moniteur Belge), the National Bank of Belgium annual accounts database, the Belgian Crossroads Bank for Enterprises (CBE), the National Social Security Office (ONSS) employer registry, and the European Commission’s Financial Transparency System (FTS).

We compute organisation-level transparency indicators and scores derived from those public records. These indicators do not profile natural persons. They do not allege wrongdoing, fraud, or criminal misconduct. They surface factual patterns in publicly available data for transparency, oversight, and public interest journalism.

Our content is public-interest information and journalism. It is not legal, financial, tax, or audit advice. It does not replace official records, which remain authoritative. Always verify findings with the named official source.

2. Our products and services

We operate two distinct commercial products alongside free public content.

2.1 The NGO Transparency Dashboard — subscription service

The Dashboard is a live monitoring and research tool published at brussels-leaks.eu/ngo-risk-dashboard. It provides access to full entity-level profiles of EU-funded Belgian NGOs and non-profit organisations, cross-referenced across four official public registries. New profiles are published on a weekly basis. The Dashboard is a subscription product processed through MemberPress on our website.

one subscription tier: Due Diligence Access – full member access to all published profiles, weekly additions, and monthly intelligence analysis. Available at €29 per month or €290 per year, billed in advance.

2.2 The Belgium NGO Funding Intelligence Pack — one-time purchase

The Intelligence Pack is a standalone digital download product available at brussels-leaks.eu/intelligence and processed through Stan Store. It contains the full analytical output of the Belgium pilot investigation: the verified dataset covering 758 legal entities, the auditor-style PDF report, the methodology documentation, and appended FOIA source documents. It is a one-time purchase at €790.

3. Accounts, eligibility, and fair use

You must be 18 years of age or older and legally capable of entering into a binding contract to use our paid Services.

You are responsible for maintaining the confidentiality of your account credentials and for all activity conducted under your account. Each subscription account is personal. Credential sharing, account reselling, and sublicensing are prohibited.

You may view, read, and manually download reasonable amounts of Dashboard content for research and reporting purposes. Automated scraping, bulk extraction, systematic copying, and mirroring of any part of the Services are prohibited.

4. Purchasing, billing, renewal, cancellation, and refunds

Dashboard subscriptions are processed through MemberPress integrated with our website. Monthly and annual plans renew automatically until cancelled. You may cancel at any time through your account; access continues until the end of the paid period. We do not issue partial refunds for unused time within a billing period unless required by applicable law.

Intelligence Pack purchases are processed through Stan Store. The purchase is a one-time transaction granting a digital download licence as described in Section 5. Delivery is immediate upon confirmed payment.

EU right of withdrawal — Intelligence Pack

The Intelligence Pack is digital content supplied immediately upon purchase as a non-tangible download. In accordance with Article 16(m) of Directive 2011/83/EU as implemented in Belgian law, the right of withdrawal does not apply where the consumer has given express prior consent to the supply beginning before the expiry of the withdrawal period and has acknowledged the consequent loss of that right.

At checkout, you are required to actively confirm: (i) that you consent to immediate supply of the digital content, and (ii) that you acknowledge you thereby waive your right of withdrawal. By completing the purchase after giving that confirmation, you waive your statutory 14-day right of withdrawal.

If you did not give that confirmation at checkout, contact watch@brussels-leaks.eu within 14 days of purchase before downloading the content.

EU right of withdrawal — Dashboard subscription

The Dashboard is a service that begins immediately upon subscription. You have the right to withdraw from a new subscription within 14 days of the date of purchase without giving any reason.

If you request and receive immediate access to the Dashboard during the 14-day withdrawal period, you acknowledge that you have partially used the service. In that case, if you exercise your right of withdrawal, you will be charged a proportional amount corresponding to the days of access provided before you notified us of your withdrawal. The remainder will be refunded.

To exercise your right of withdrawal, contact watch@brussels-leaks.eu within 14 days of your subscription start date, stating clearly that you wish to withdraw. We will process your refund within 14 days of receiving your withdrawal notice.

The withdrawal right applies only to new subscriptions. It does not apply to renewal periods — by continuing a subscription beyond the initial period you acknowledge that the withdrawal right on that period has expired.

Billing errors: If you believe a billing error has occurred, contact watch@brussels-leaks.eu within 14 days of the charge.

VAT and applicable taxes will be applied at checkout where legally required based on your location.

5. Intelligence Pack — licence

The Intelligence Pack is sold under a single licence applicable to all purchasers. Upon purchase you receive the right to use, cite, publish from, and brief from the dataset, report, and methodology documentation for any journalistic, research, institutional, academic, or public-interest purpose, provided that EU Money Monitor (www.brussels-leaks.eu) is clearly attributed as the source in any published or circulated work.

The following are prohibited under all circumstances: redistribution of the dataset, report, or source documents in whole or in part to any third party; resale of the product or any licence to use it; sublicensing; and publication of the raw dataset files in any form accessible to third parties.

One purchase covers one organisation. Members of the same editorial team, research group, or institutional unit may use the product under the same single licence purchase.

The appended FOIA documents — Commission and OLAF correspondence — are official EU institutional documents. Their reproduction is governed by Regulation (EC) No 1049/2001. We include them for verification and reference. Users wishing to republish those specific documents should verify applicable reuse conditions with the issuing institution.

6. Corrections, right of reply, and takedown

Data corrections: Any individual or organisation that identifies a factual inaccuracy in a published profile or in the Intelligence Pack dataset may contact watch@brussels-leaks.eu with a link or copy of the relevant official record. We verify all correction requests against the named official source and correct or annotate promptly where the official record supports the correction.

Right of reply: Organisations named in our profiles or dataset may submit a brief factual statement for inclusion in their profile. Publication is at our editorial discretion. Statements must be factual, relevant, non-defamatory, and concise. We do not publish legal threats or statements that misrepresent official records.

Registry and licensing concerns: If you represent a public register and believe our reuse of your data breaches an applicable licence, contact us immediately at watch@brussels-leaks.eu. We will review and respond within five working days.

7. Intellectual property and permitted reuse

All original content on this platform — including text, analysis, visualisations, compiled profiles, transparency scores, and methodology — is copyright NGO Risk Dashboard – NEXT COMMUNITY SRL, all rights reserved, unless a different licence is stated.

Data drawn from official public registries remains the property of those registries. We use it lawfully for public-interest journalism and transparency reporting under applicable EU and Belgian law.

You may, without prior written permission:

• Link to any public page on our platform.
• Quote brief excerpts of up to approximately 200 words with clear attribution and a link to the source page.
• Cite organisation-level figures in journalistic or academic work with attribution to EU Money Monitor (www.brussels-leaks.eu).

You require our prior written permission to:

• Scrape, bulk-extract, or systematically copy any part of the Services.
• Build datasets, products, or services derived from our data compilations or methodology.
• Republish substantial portions of our content commercially.
• Use our transparency scoring methodology in commercial products.

8. Prohibited uses

You agree not to:

• Use automated tools, bots, scrapers, or scripts to access or copy any part of the Services.
• Circumvent access controls, paywalls, rate limits, or security measures.
• Remove, alter, or obscure source attributions or links.
• Upload malware or probe, scan, or test platform vulnerabilities.
• Use the Services to harass, defame, or infringe the rights of any person or organisation.
• Impersonate any person or misrepresent your affiliation.
• Use the Services in breach of any applicable law or regulation.

Violation of these prohibitions may result in immediate suspension or termination of access without refund and liabilities according with the legal European frame.

9. Service availability and changes

We aim for high availability but do not guarantee uninterrupted access. Planned maintenance, provider outages, or force majeure events may temporarily interrupt the Services. We may modify features, content, pricing, and product scope to reflect legal, technical, or editorial developments. Material changes to paid subscription terms will be communicated by email with reasonable notice before taking effect.

10. Disclaimers

To the fullest extent permitted by applicable law, the Services are provided on an “as is” and “as available” basis. We make no warranty that the content is error-free, complete, or fit for any particular purpose. Always verify findings against the named official source.

Transparency scores, red flags, and analytical indicators are factual pattern signals derived from public records. They are not allegations of criminal misconduct, fraud, or regulatory violation. Determinations of wrongdoing are the exclusive competence of auditors, regulators, and courts with the appropriate mandate and primary-evidence access.

The Intelligence Pack reflects the state of official public registries as of the data extraction dates stated in the methodology documentation. Registry data changes over time. We do not guarantee the currency of dataset information beyond the stated extraction dates.

11. Limitation of liability

To the maximum extent permitted by Belgian and EU law, NGO Risk Dashboard – NEXT COMMUNITY SRL and its contributors shall not be liable for indirect, incidental, special, consequential, or punitive damages, including lost profits, revenues, data, or business opportunity, arising from or related to your use of the Services.

Our aggregate liability for direct damages shall not exceed the greater of the total fees you paid to us in the twelve months preceding the claim, or €100.

Nothing in these Terms limits liability for death or personal injury caused by our negligence, fraud or fraudulent misrepresentation, or any other liability that cannot be excluded under Belgian or EU consumer law. Consumer statutory rights are not affected.

12. Indemnity

You agree to indemnify and hold harmless NGO Risk Dashboard – NEXT COMMUNITY SRL from any claims, damages, costs, and expenses — including reasonable legal fees — arising from your unlawful use of the Services, your breach of these Terms, or your infringement of third-party rights, except to the extent caused by our own wilful misconduct or gross negligence.

13. Suspension and termination

We may suspend or terminate your access immediately if you materially breach these Terms, including but not limited to unauthorised scraping, account sharing, circumventing access controls, or using the Services in a manner that is unlawful or harmful. Upon termination, your right to use the Services ceases. Sections 5, 6, 7, 10, 11, 12, 15, and 16 survive termination.

You may cancel a Dashboard subscription at any time through your account. The Intelligence Pack licence is non-refundable after download delivery.

14. Third-party services

The Dashboard subscription is processed through MemberPress. The Intelligence Pack is sold and delivered through Stan Store. Payments may be processed through Stan’s payment infrastructure or STRIPE. These third parties operate under their own terms and privacy policies. We are not responsible for their content, availability, or data practices beyond our obligations as described in the Privacy Policy.

15. Governing law and dispute resolution

These Terms are governed by Belgian law. Any dispute arising from or related to these Terms or the Services shall be submitted to the competent courts of Brussels, Belgium, subject to mandatory provisions of EU consumer law that may entitle EU consumers to bring proceedings in their country of residence.

16. Changes to these Terms

We may update these Terms to reflect legal, technical, or business developments. We will publish the updated version with a new effective date. For material changes affecting paid subscribers, we will provide notice by email at least 14 days before the changes take effect. Continued use of the Services after that date constitutes acceptance.

“Dashboard”: the subscription-based NGO Transparency Dashboard at brussels-leaks.eu/ngo-risk-dashboard.

“Intelligence Pack”: the Belgium NGO Funding Intelligence Pack, a one-time purchase digital product at brussels-leaks.eu/intelligence.

“Public records”: official documents or datasets published by a public authority including the Moniteur Belge, NBB, CBE, ONSS, EU FTS, and equivalent registries.

“Governance data”: name, function, and mandate dates of NGO office-holders as recorded in public registers.

“Transparency indicators”: organisation-level signals derived from official accounts and grant data; not assessments of individuals; not allegations of wrongdoing.

“Member”: paid Dashboard subscriber.

“Observer”: free-plan user.

“Licence holder”: purchaser of the Intelligence Pack.
